Since the start of the 14th Five-Year Plan period (2021-25), Kaiyang county in Guiyang city, Guizhou province, has been committed to high-quality development, striving to become an advanced manufacturing county with a focus on the phosphorus chemical industry and a livable, business-friendly, and tourist-friendly wellness destination characterized by selenium.
Kaiyang has been listed among the "Top 100 Counties in western China" for five consecutive years. By the end of 2025, the regional GDP is expected to grow from 24 billion yuan ($3.40 billion) to 36.8 billion yuan, and county-level tax revenue is projected to increase from 500 million yuan to 1.3 billion yuan.

In 2024, the county's total industrial output value above the designated scale reached 29.81 billion yuan. The industrial added value reached 10.30 billion yuan. Industrial tax revenue amounted to 2.40 billion yuan.
In 2024, the total output value of agriculture, forestry, animal husbandry, and fishery reached 8.11 billion yuan. The grain sown area and output reached 413,300 mu (27,553 hectares) and 125,600 metric tons, respectively. The per capita disposable income of rural permanent residents reached 24,500 yuan. The development of selenium-rich products expanded to 18 major categories with 831 products, and the output value of enterprises using the regional public brand label reached 1.05 billion yuan.
During the last five years, the county's annual tourism revenue exceeded 10 billion yuan, and the number of visitors exceeded 9 million, securing a spot among China's top 100 counties in comprehensive tourism strength for five consecutive years.
Kaiyang has made significant efforts to promote employment and income growth for residents. It is expected to generate 38,700 new urban jobs, with urban residents' disposable income reaching 52,200 yuan.

Kaiyang has constructed, renovated and expanded kindergartens, primary schools and secondary schools. It has completed the construction of four regional medical sub-centers, further improving the county's urban-rural medical system.
