Every year from February to May, grey herons migrate to Zuyang village in Hefeng township, Kaiyang county. The dense pine and cypress forests, expansive rice fields, and clear streams in Hefeng and wetland together form an excellent ecosystem that meets the high habitat requirements of the grey herons.

In recent years, Kaiyang has promoted the protection of birds with the goal of "safeguarding ecological balance and ensuring public health and safety". The Kaiyang Natural Resources Bureau, in collaboration with the police and local units, has arranged for patrol teams comprising forest rangers and volunteers to monitor bird habitats, breeding areas, and migration routes. The county is clamping down on illegal trading activities, conducting regular inspections at markets.

Kaiyang bureau of natural resources has distributed over 10,000 notices and posted more than 5,000 posters through online and offline channels such as WeChat groups and loudspeakers in villages. They have also hung over 30 banners and set up 12 warning signs. Over 100 themed seminars have been conducted to educate the public on legal knowledge and the concept of bird protection.
