Kaiyang makes headway in improving business environment

In the first three quarters of this year, the GDP of Kaiyang county, Guiyang, capital of Southwest China's Guizhou province, increased 9.3 percent year-on-year to 21.73 billion yuan ($3.04 billion), and the added value of its industries above designated size skyrocketed 28.1 percent to 8.66 billion yuan. The growth rate of the two indexes ranked Kaiyang 1st among all districts, cities and counties in Guiyang.

Behind this massive achievement are the county's unwavering efforts to transform and upgrade industries and improve its business environment. In the province business environment assessment of 2022, Kaiyang ranked 11th among all 88 counties, cities, districts and special zones in the province, up 19 places from 2021.

There are several key actions Kaiyang have taken regarding its business environment.

The government's services directly impact the speed of acquiring land, construction, and commissioning for industrial projects. In recent years, Kaiyang has promoted the full coverage of high-frequency matters through "One Network Processing," government services through "One-Stop Processing," and key matters through "One-Time Processing."

Creating a fair and transparent legal environment and safeguarding the rights of businesses are essential to improving the business environment.

Kaiyang has introduced multiple documents and continuously improved its prudent regulatory system to protect legal business practices and combat illegal activities in the business environment. Additionally, the county regularly holds activities, providing strong judicial support and legal services for the development of private enterprises.

Tax and fee reductions have been effective in reducing costs for businesses. This year, Kaiyang has reduced taxes and fees and provided tax refunds or deferred payments totaling 435 million yuan, benefiting more than 12,000 market entities.

For the long-term and healthy development of businesses in a locality, the finance, entrepreneurship, and employment environment is crucial. Efforts have been made to organize government-bank-enterprise matchmaking meetings, allowing businesses to express their loan needs and banks to provide financial service solutions, particularly to support the development of enterprises, especially small and medium-sized enterprises.

The county has also implemented a support plan for research and development institutions and large-scale enterprises to strengthen innovation and utilized various channels to attract talent.
