Kaiyang completes 15-minute medical insurance service circle

Since the beginning of this year, based on the experience gained from the initial three pilot villages, Kaiyang county has steadily advanced construction on the "15-Minute Medical Insurance Service Circle." As a result, all 136 villages and residential areas in the county have achieved the goal of handling "minor matters within the village, major matters within the town, and challenging matters within the county"(referring to matters related to medical insurance administration).

The county has focused primarily on three tasks – formulating an implementation action plan, establishing a dedicated working group, and conducting a comprehensive survey of the current status of medical insurance service points throughout the county. Unified requirements have been set for service locations, public disclosure of matters, service functions, service networks, and training management to ensure the smooth progress of the "service circle" construction.

As of now, all villages and residential areas in the county have installed and are using the specialized medical insurance network, and 18 townships, towns, and sub-districts are capable of handling 14 medical insurance administrative service items.

Kaiyang has placed great importance on the construction of medical-related infrastructure. As of now, the county is home to 27 designated medical insurance service stations at primary and secondary healthcare institutions, 18 medical insurance service stations at the township, town and sub-district levels, and 136 village-level medical insurance service points.

In addition, Kaiyang has decentralized high-frequency administrative services such as registration for urban and rural residents' medical insurance coverage and registration for changes of information for urban and rural residents' insurance to the township, town and sub-district level.

Simultaneously, the authority to prescribe 50 types of antihypertensive drugs and 12 types of diabetes medications has been delegated to grassroots healthcare institutions. Certification authority has been decentralized to townships, towns, and sub-districts to implement a "one-stop" processing approach.

The county has standardized 32 outpatient chronic disease names, processing criteria, and benefit policies. As of now, a total of 5,975 people with chronic diseases have been processed, and there have been 148,550 outpatient visits for chronic diseases.
