Since the beginning of this year, Kaiyang Economic Development Zone (Kaiyang EDZ) in Kaiyang county, Guiyang has been prioritizing technological innovation and launched three measures to empower local industrial development.

Focusing on research and development investment to support technological innovation and the commercialization of achievements, multiple departments have made joint efforts to implement tax incentives for R&D expenditure and provide specialized guidance on post-subsidies for R&D in an effort to encourage enterprises to boost technological innovation.

The total R&D investment among large-scale industrial enterprises in the county is expected to exceed 300 million yuan ($41.79 million) in 2023, with efforts being made to boost that number to 400 million yuan.

Focusing on the county's three major leading industries – fine phosphorus chemicals, phosphorus-based new materials, and power batteries and energy storage materials – along with phosphorus-related industries, companies are encouraged to accelerate the R&D of new products, advance pilot testing, and expedite mass production.

These efforts have successfully nurtured a batch of high-tech enterprises. In 2023, the zone is expected to add six new high-tech enterprises, bringing the cumulative total to 11. There will also be 18 technology-based enterprises, three specialized and sophisticated enterprises, and one national "little giant" enterprise.

In addition, the zone has encouraged leading enterprises to build technological innovation platforms and sped up construction on public innovation platforms. As of now, the zone is home to one innovation platform at the national level, three at the provincial level, and two at the municipal level, as well as one provincial key laboratory, one postdoctoral research workstation, and one public service platform for promoting technology application.
